Yan Ping: Carry out "NPC & CPPCC" Spirit Accelerate the Reform of Management System

Days ago, Yan Ping, Deputy of the National People's Congress and the President of the Board of Yuchai Group, got back from the participation in "NPC & CPPCC" in Beijing and held the Yuchai executive meeting in the morning, March 19. In the meeting, he conveyed the message of the "NPC & CPPCC" of this year and requested for acceleration of the management system reform and the improvement of management level of the group.

Firstly, he conveyed the message of the "NPC & CPPCC" in this year. He said the Report on the Work of the Government made by Premier Wen Jiabao is practical and rational and put forward the specific requirements for the work of the government and identified the overall arrangement and main tasks for the work of the government in this year. In the report, the government has adjusted the expected growth target of GDP to 7.5% which represents that the economic institutions of the government will intensify the adjustment and change the economic growth type from "the central government stimulating the economic growth" to "domestic needs stimulating the economic growth" and the auto industry will be confronted with the great adjustment.   　

Yan suggested that, this adjustment will be conducted with the guidance of the policies including the using of government resource and environmental protection and others. The state will establish the mechanism to promote the use of new energy, strengthen overall planning, supporting project and the guidance of policies, gradually eliminate part of outdated capacities with large consumption of resources and severe environmental pollution. This is the significant development opportunity for our enterprise.     　

In this background, Yan has put forward six requirements. First, Yuchai Group shall complete budget execution system and play a dominated role in the budget assessment of subsidiaries. Gradually change the management of subsidiaries into the management which centered on budget management with a view to improving the management level of the group; Second, give the top priority to the structural reform of the group company and subsidiaries in the works of the next five years. during the process of adjustment and reform, all administrators shall emancipate their minds, pay attention to the interest of the whole and spare no effort to conduct the reforms which are conducive to the development of the company; Third, seize the development opportunity and try utmost to promote the current strategic cooperation program; Fourth, strengthen the core technical reserve, increase research and development efforts and promote the reform of supply chain and foster the core competitiveness; Fifth, promote the current major construction project and during the promotion of the project, it is necessary to take control over the progress and cost, especially to speed up the construction of Nanning Base of Yuchai Engineering Research Institute and employee residence; Sixth, strengthen the management of leaders and cadres and speed up the institutional reform in stock companies, avoid making the reform become a mere formality and achieve the quantitative management of the innovation level of cadre management, activate the mechanism of leader appointment, form an excellent management team and effectively integrate the products with talents to meet the bigger challenges in the future.        　

In the meeting, Gu Tangsheng, Wu Qiwei and Li Tiansheng have respectively made reports on the production and operation condition of the group company and stock company in January and February of 2012 and the cadre management mechanism which is still in preparation. It is reported that, in January and February, the each section of the company runs well and the chain relative ratio of February has presented the trend of recovery. All staff of Yuchai shall unify their thought and strive for the bigger breakthrough.
